Job Summary

Baltimore Citys Recreation and Parks (BCRP) is seeking a dynamic, results-driven, goal-oriented individual to fill the role of Deputy Chief of Capital to support the strategic planning, execution, and oversight of the agencys multi-million-dollar capital improvement program. This leadership position plays a vital role in ensuring that infrastructure projects are delivered on time, within budget, and in alignment with organizational priorities and regulatory standards.

Essential Functions

  • Assist in overseeing the planning, design, and execution of all capital projects, including facilities, infrastructure, and sustainability initiatives
  • Provide leadership and guidance to project management teams, consultants, and contractors
  • Monitor budgets, schedules, and project milestones, ensuring accountability and timely delivery
  • Support the development of long-term capital plans in alignment with organizational goals
  • Coordinate with internal departments, external agencies, and community stakeholders to ensure transparent and effective project delivery
  • Evaluate project risks and develop mitigation strategies
  • Oversee performance metrics and generate regular progress reports for executive leadership
  • Ensure compliance with local, state, and federal regulations, including environmental and procurement requirements
  • Represent the Chief of Capital and act in their absence as needed

Minimum Qualifications

Education: Have a Bachelors degree from an accredited college or university.

Experience: Have six years of experience in administrative, technical or professional work, one year of which must have included supervision or project management. Minimum of 710 years of progressive experience in capital project management, including supervisory experience.

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, And Abilities

  • In-depth knowledge of capital project lifecycle: planning, design, permitting, procurement, construction, and close-out
  • Familiarity with local, state, and federal building codes, environmental laws, and public infrastructure regulations
  • Knowledge of construction contracting methods (e.g., design-bid-build, design-build, CM-at-risk)
  • Lead and oversee large-scale, multi-year capital improvement programs
  • Risk management and compliance standards
  • Strategic planning and organizational development
  • Negotiation and conflict resolution
  • Clear and effective communication, both written and verbal
  • Stakeholder engagement and collaboration across departments
  • Manage competing priorities and ensure timely project delivery within budget
  • Proficiency with capital planning software, project tracking tools, and MS Office Suite

Additional Information

  • Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
  • Probation: All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
  • Financial Disclosure: This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
